Shucho
Shucho's carelessness is your entry point into the group. She's lost a kidnapped child in the Fishermen’s District at the southeastern tip of Osaka. Dressed in green, she can be found frantically searching at an intersection. Use Naoe’s blade or Yasuke’s weapons to take her down, then rescue the child hiding behind nearby horses.
Mucho
Next, head northwest across the bridge from Shucho's location to reach the Kojo ruins. Mucho has been posing as a family jochu to get close to her victims. She's currently struggling with a child just south of the ruins. Use the child’s resistance to your advantage, then dispatch Mucho and reunite the child with their mother.
Richo
Richo, a young woman who masquerades as someone of higher standing, can be found checking on ransom payments in a bamboo grove. Head to the northern end of Osaka, specifically Noda Village across the water. Inside the grove, you'll find Richo dressed in pink. Take her down and rescue the child she's holding captive.
Kacho
Kacho, the leader of the Butterfly Collector, is a formidable opponent. After dealing with the previous members, you'll find her just north of the Nishinomaru Garden, west of Osaka Castle. This area is restricted, so approach with caution. Follow the butterflies to locate her, engage in dialogue, and prepare for a deadly confrontation. Kacho's demise will leave one final member to address.
Gamemaker
Finally, return to the Gamemaker, who initiated the butterfly collection quest. She's a former victim who created the game to draw attention to the Butterfly Collector's activities. You'll face a moral choice: punish her for her involvement or allow her to start anew. Opting for the latter enables her to assume a new identity and life.
