3. Fly north towards the tower.
4. Position yourself on the tower's southeast side.
5. Enter the Phlogiston Wind Tunnel as a Qucusaurus.
6. Fly towards the open window at the tower's summit.
7. Release your Qucusaurus transformation.
8. Enter the tower and ascend the stairs.
9. Activate the mechanism at the top of the stairs.
