Following mission completion, purchase the outfit from the clothing store within the Diamond Casino Heist section.
How To Get the IAA Agent Outfit
The IAA Agent outfit belongs to a CIA agent working for the International Affairs Agency, responsible for national security. This outfit is acquired by completing any of the following ULP contact missions:
