Yes, the pity counter and pulls you make on one limited banner in Girls’ Frontline 2: Exilium will indeed carry over to the next limited banner.

For instance, during the global launch, the Suomi and Ullrid limited banners ran concurrently. The pity counter would increase across both banners, regardless of which one you pulled on. So, if you were just one pull away from hitting pity on the Suomi banner, you could switch to the Ullrid banner and have a 50-50 chance of obtaining Ullrid on your next pull.

This feature extends to future limited banners as well, a fact confirmed by players on the Chinese server via Reddit. Once the Suomi and Ullrid banners are no longer available, your accumulated pity counter will transfer to the next incoming limited banner.

However, it's important to note that the pity system does not carry over between limited and standard banners. This means you cannot accumulate pulls on the standard banner to reach near pity and then switch to a limited banner to secure a rate-up character.

Additionally, while the hard pity is set at 80 pulls, the soft pity mechanism begins to take effect at 58 pulls. If you haven't obtained an SSR unit by your 58th pull, your chances of landing one will incrementally increase starting from the 59th pull, until you reach the hard pity at 80 pulls if luck continues to elude you.
