**Players & Cards**
Tong-Its is exclusively for three players, utilizing a standard 52-card Anglo-American deck without jokers. The card ranks are as follows: Ace (1 point), 2-10 (face value), Jack, Queen, and King (10 points each). The game's objective is to form sets and runs while minimizing the count of unmatched cards in your hand.
**Objective**
The goal is to create sets and runs through drawing and discarding. A run is three or more consecutive cards of the same suit, such as ♥4, ♥5, ♥6 or ♠8, ♠9, ♠10, ♠J. Note that A-K-Q does not count as a run since aces are low. A set is three or four cards of the same rank, like ♥7, ♣7, ♦7. Each card can only be part of one combination at a time.
**The Deal**
The first dealer is chosen randomly, and subsequent dealers are the winners of the previous hand. Cards are dealt counterclockwise, starting with the dealer who receives thirteen cards, while the other players get twelve each. The remaining cards form the stock, placed face down.
**The Play**
Each turn involves the following steps:
- **Draw**: Begin by taking a card from either the stock or the discard pile. You can only take from the discard pile if you can immediately form a meld (set or run) with it, which you must then expose.
- **Exposing Melds**: Optionally, expose valid melds from your hand on the table. Melding is not mandatory if drawing from the stock, and melds in hand do not count against you at the end. To open your hand, you must lay at least one meld. If you can meld a set of four without drawing from the discard pile, you can lay it face down to open your hand secretly and earn bonus payments.
- **Laying Off (Sapaw)**: Optionally, add cards to existing melds on the table, whether yours or others'. There's no limit to the number of cards you can lay off in one turn, and you don't need to have opened your hand to do so. Laying off on another player's meld prevents them from calling Draw on their next turn.
- **Discard**: End your turn by discarding one card from your hand onto the discard pile face up.
