Herring enters the picture after completing “For Whom the Bell Tolls.” He becomes your new horse if you haven't already claimed Pebbles or another mount. Otto von Bergow generously gifts him to you. If you already possess a horse and decline Herring, you can sell him to nomad traders via Kabat for 300 Groschen.
